Draft Specific Plan Program Environmental Impact Report and Phase I Project Environmental Impact Report

Tapestry’s 2014 first draft of the Environmental Impact Report (EIR) is the first real Hesperia residents had on the specifics of the project. The project promised to address local issues like lack of job opportunities, and traffic congestion on the Cajon Pass. The proposal created a lot of issues too, that was debated by city locals and environmental groups.
